Why Position Code is Allocted in Pakistan?

Position codes are allocated in Pakistan as part of the government’s efforts to modernize and streamline its payroll system. The implementation of position codes serves several important purposes:

  • Efficiency: Position codes enable a more efficient management of human resources within government departments. By assigning unique codes to each Drawing and Disbursing Officer (DDO) and department, the system can easily identify and track personnel-related data.
  • Transparency: The allocation of position codes enhances transparency in the payroll system. It allows for greater visibility into staffing levels and budget allocations within government departments. This transparency is essential for ensuring accountability and preventing fraudulent practices, such as the inclusion of ghost employees on the payroll.
  • Control Measures: Position codes enable the government to implement stronger control measures to prevent misuse of funds and eliminate discrepancies in payroll management. By having a standardized system for identifying and verifying DDOs and departments, authorities can effectively monitor expenditures and ensure that resources are allocated appropriately.
  • Combatting Ghost Employees: One of the primary reasons for implementing position codes is to address the issue of ghost employees. Ghost employees are individuals listed on the payroll who do not actually work for the government department, allowing fraudulent individuals to siphon off government funds. Position codes help authorities to accurately verify the existence and legitimacy of employees, reducing the likelihood of ghost employees being included in the payroll.
  • Online Monitoring: With the transition to an online platform, position codes facilitate the digital monitoring of staff strength and budget allocations. This online monitoring system enables real-time tracking of personnel-related data, enhancing the government’s ability to manage its workforce effectively.
